DHCP scope option 2-UCT time offset

I have a Win2k domain that we are testing VOIP phones on currently. The
scope option 4 is configured for the domain to point clients to the domain
controller for time, however, the VOIP phones do not have an algorithm or
method to compensate for daylight savings time so I would like to implement
scope option 2-UCT time offset. I do not want to create a conflict on the
domain for my workstations and am wondering if this will have that effect or
if the workstations will simply ignore the option as unnecessary. Your
advice?
