dhcp relay agent

I have a win2k server configed as a relay agent pointing to our DHCP server.
The Windows 2000 and Windows XP client that go through the relay agent are
getting IP info as expected.

The windows 98 clients are not. Any suggestions on why the 98 clients won't
get the ip address through the DHCP relay agent.

FYI:
SYMPTOMS
When you start your Windows 2000 Server-based computer, the computer may not
be able to join (log on to) your network.
CAUSE
This issue may occur if your IP address cannot be obtained or renewed by
your Dynamic Host Configuration Protocol (DHCP) server. Specifically, this
issue occurs if both of the following conditions are true:
a.. The DHCP request passes through a Windows 2000 DHCP relay agent.

b.. The DHCP packet is larger than 576 bytes.
