DHCP not starting

I have a friend whose DHCP service is not starting. It is
set for Automatic startup. I have check MS Knowledge Base
for this, but everything I have come across in there
doesn't relate to this. Any help on troubleshooting this
would be greatly appreciated. Thanks.
