I want to change the subnet mask that DHCP sends to the
clients. How do I do that? It is grayed out in scope
properties.

You can't change the mask if the Start and End IP range doesn't match what
the mask would imply.

I haven't tried to change a mask before, but you'd probably have to change
the range of addresses first before you could change the mask. If that
doesn't allow you to change the mask then you probably have to delete the
scope and recreate it.
