Why can't I set the home page in IE to google or what ever page I
want. It insists on going to.

about:NoAdd-ons. Am I forced to add junk to it first.

Investigate "hijackware." You have incorporated malware
into your PC and it is doing what it is programmed to do,
not what you key or configure.
