Right click on My Computer, select Manage. This brings up
the Computer Management MMC (Microsoft Managment
Console). Device Manager is about 1/2 the way down in the
left Window. Otherwise, you can access it by going
through the System applet in Control Panel.

Also, right click My Computer and select properties takes
you there directly.
