Can i use Visual Basic 2005 Express Edition to develop a Pocket PC Application.
If yes. any setting i need to do ?
 
No, you need Visual Studio 2005 Standard or above for device development.
 
Are there any other tools out there for this?

I used to use SharpDevelop for Windows apps, anything similar for PocketPC?
 
The CF 2.0 SDK is freely downloadable, so it's probably possible to modify
SharpDevelop to target it. No idea on the level of effort for that though,
since I simply use Studio.
