Does anyone know if I can create a db on my PC using
Access 2003 and then transfer it (and use) on another PC
that has Access 2002?

By default, Access 2000, 2002, and 2003 all use the same A2000 file format
so as long as you don't change that and avoid any features that were
introduced in A2003 you should be fine.
