Developer extensions?

I am wanting to allow about five users on my network to access my database.
They don't have Access now.

I saw on Microsoft's web site that Developer Extensions were now a part of
the new Visual Studio Tools for the Microsoft Office System. Is this the
cheapest way to do it? It was a little confusing.

For A2003, it's the only way, assuming you haven't the necessary number of
license's for the full version of A2003.
