Develop on Win2K or WinXP?

My company distributes its software products on Win2K and WinXP. We are
upgrading our production environment and are deciding whether to build our
products using Win2K or WinXP.

In terms of compatibility does it make a difference? Would we be less likely
to avoid problems if we build on Win2K and distribute to Win2K and WinXP/
(I'm used to thinking of cross-version compatibility as "upwqards but not
downwards").

It really depends on users' experience. Both 2000 and XP
have their problems, but everything does. If you lean
more towards 'features', go w/ XP (I would), but 2000
would probably be more stable. Since it has been out
longer, which gives it more time to have all the
vulnerabilities worked out, plus all other applications
which may be used will have a stable version for 2000.
May/may not for XP.

To be sure of working within a common target set I would use 2K - it is
very unusual for a 2K program not to work in XP (aside from some drivers
not within the WDM specs). But have an XP machine or so around for
validation of the result
