Determine pixel color on desktop using mouse??

I want to be able to capture a pixel color of any item on the desktop using
the
mouse. This is a typical "eye dropper" tool.

Does anyone have ideas on how to capture a mouse event in any other
window on the desktop...then get the pixel underneath it?
