detecting proxy server

My daughter has a ultraline broadband connection with her
computer using windows 98 (2nd edition).
Whenever she connects to the internet and opens Internet
Explorer, it takes about 20 seconds to go to the home
page and the message at the left hand bottom of the
screen is "detecting proxy server."
Any idea how to speed this up ?

Hi Henri
After your message I tried going there but somehow I can
only go back to messages dated June, 2003. Anything
earlier shows a blank page.
