Detecting ip address change

Hi,

I have a LAN made up of windows xps and windows 98s. I have statically
assigned them IP addresses. I don't want any of them to change their
IPs. Is it possible? If not, is it possible to just detect the change
of IP address.

The solution I need must work on both 98 and xp.

Assuming that the computers are connected with a crossover cable, or are
plugged to a Switch on its own Network.
Yeah it is possible to assign Static IP on each computer. Make sure that
they are different numbers on the same subnet.
Like 192.168.1.1 and 192.168.1.2

Sorry I was vague with my question... What I meant was that I have
already assigned static ips. Infact, I do not want the users of those
win98 and winxp machines that are attached to my gateway to change
their ips once assigned, which they can very easily do. Is there any
solution?
