Detected on Boot Only - Time Change?

Is daylight savings/standard time change detected on boot
only or does it also adjust if time change occurs while
system is running?

HMM,
If running CF and EWF, will it not adjust for daylight savings time each
time you restart the unit on a direct power down (not clean reboot) if you
don't commit the registry?
