detect proxy settings problem

I recently ran some windows update patches, and since I
did it, my IE now takes about 4 to 5 minutes to detect
proxy settings every time it's opened. Anybody know why
and/or how to fix?
 
Which updates did you install that caused this behavior? If you uninstall
the updates does the behavior go away? If you manually specify the proxy do
you still see the problem?
