detail sections same height different row count

I use a report to print a list of people and a variable number of rows in
each person's detail section. How do I make each person's section the same
height, regardless of the number of rows in the detail section, adding white
space to fill.

Do you actually need the section to be the same height or do you just need
it to appear to be (eg you want to put a box around it and have the box
appear the same size for each person)?
Will your report be one person per page?
Do you have to allow for anyone having more details than your desired
height?
Are you using subforms?

Not sure I understand the difference, but I'd like them to be the same size
within about a millimeter.
Will your report be one person per page?

A few people per page. The pages get sliced up and each person gets their
little slip with the info on it.
Do you have to allow for anyone having more details than your desired
height?

Yes, that would throw things off a little but at ~five people per page it
should be really rare.
Are you using subforms?

Not for this report... is that the way to do it?

Will that do what you require?

There is a procedure for making a page break visible after every 5 people
which may also help if that is suitable for you. But I've never tried to
combine the 2 proceedures.

I'm using Access 2000. I don't know if there is a feature in the later
versions of Access which will help

I do foresee a problem on those 'very rare' occasions when the data exceeds
the required length.

The proceedure above simply 'loses' the extra stuff from the report
