How do you change the letter color of an icon on the
desktop. Example: "MY COMPUTER" from white to black
letters on the desktop.

You cant. If you dont have a third party program, like Iconoid....

Using the options in Windows: Turn off drop shadows in Visual Effects. Use
a dark background (background *not* wallpaper) for white letters. Light
background for black.

There may be third party customizing programs (desktop architect maybe?)
that give you more control over font colors but have not used them.
