I need help Icant change my desktop Ican!t even scroll through the
options What do I do?

a) Registry fix-Automated :

b) Manually (XP -Pro) :
1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not
Configured"

--- or ---

c) Manually (XP -Any) :
1. Open Regedit
2.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4.
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3

Options to change wallpaper may be missing or unavailable on a Windows
XP-based computer:

#... Open a Run Command and type in these DLLs to re-register:

regsvr32 /i msHtml.dll click [OK]
regsvr32 /i shimGvw.dll click [OK]
regsvr32 /i shell32.dll click [OK]
regsvr32 shdocvw.dll click [OK]

Reboot your machine and see if you are able to changes the wallpaper.
Open a run command and type in:
Regedit.exe click [OK] and locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer\ActiveDesktop = On the Right side Pane/Window locate this entry
entry
"NoChangingWallpaper". then Set its value to (0)

Also check the GPO by open the run command and type in:
gpedit.msc click [OK] and see if your account assigned permission to
change Desktop Background.

Make sure your machine is clean from Viruses and Malware by scanning your
system.
