Desktop Wallpaper

I used to be able to change my desktop wallpaper just like
any ordinary coputer, however, somewhere along the line I
am no longer able to do this.

Firstly the preview monitor in the disply properties on
the desktop tab doesn't show a different image. Secondly,
even though the preview screen shows a plain blue
background, I still have the usual wallpaper, and not the
plain blue one.

Can anybody please help me?

Are you able to preview and set a .BMP file as Wallpaper (not JPG, GIF)?
