Desktop Wallpaper changes!

Have a GPO applied in my domain that enables the Active
desktop, Specifies the wallpaper etc. This GPO also
defines the IE Homepage to point to our corporate
intranet. All works Fine .... Until ...

Every time I make a change anywhere in the GPO 'chain',
random desktops will get their wallpaper changed to the
corporate intranet (homepage). This can also be replicated
by changing the desktop colour on the workstation - BANG -
wallpaper changes. I've even included specific exclusions
on the homepage address on the Active Desktop policy to
try and stop this - to no avail.

Problem can be cleared by minimising the Wallpaper web-
page, right-clicking on 'virgin' desktop an then
chosing 'Refresh', Either that or log out & in again. Then
all is fine until there are any further GPO changes.

This is not a major issue, but it is driving me NUTS!

By default, policy is reapplied every 90 minutes. But can be changed by the
follow policy settings.


Computer Configuration Node
Administrative Templates\System\Group Policy Group Policy refresh interval
for computers
Administrative Templates\System\Group Policy Group Policy refresh interval
for domain controllers

User Configuration Node

Administrative Templates\System\Group Policy Group Policy refresh interval
for users

It's not a GP refresh issue - If left alone and I don't
make changes to any of the GPO's this won't happen at all
(unlessI try and change desktop colour as described above)

In normal circumstances everything is OK, with the plain
BMP wallpaper I've specified. I do not want the active
desktop to display the IE Homepage, but this is what
happens after a change is made to the GPO. (only until
the user logs out & in again)

To an extent I can replicate this very easily in a
standalone environment, the initial application of the
policy will set the desktop to the homepage. Subsequent
logins will be fine.

If there's way to apply Wallpaper through GPO without
enabling the Active Desktop, then this should cure the
problem, but as yet I cn't find a way to do this.
