Ha. funny joke. I would like to change the desktop wallpaper for a profile
that I am not logged into, therefore, is there some way to change the
wallpaper from the profile folder, possibly application data?

That was a legitimate question as I had no idea what you meant.

HKEY_USERS\SID #\Control Panel\Desktop
Value Name: Wallpaper

Specifies the name of the file in which the bitmap for the screen background
is stored. If the file is not located in the Systemroot or
Systemroot\System32 directory, you must include the path.

For instance, C:\WINDOWS\Bliss.bmp
