desktop taskbar

I have lost the task bar on my desktop so I have no way of
using 'start' or turning off my security etc.To turn off
the computer I have to just switch it off.I thought it was
supposed to be there by default.Any ideas please.

You may wish to try this.... put your mouse down to bottom
of screen and move it slowly up. Do you see your mouse
pointer switch to double arrows, the ones you see when you
resize a window. If you do see these, then simply left
click with your mouse while it is double arrows and drag
it up to make your taskbar resized again.
