Desktop short-cuts won't work in Desktop toolbar

I have two network icons (mapped drives) on my desktop that work fine. However, when I turn on the Desktop Toolbar (right click the task bar, select Toolbars, select Desktop), the shortcuts will NOT work from the toolbar. I even created my own custom toolbar and the icons still will not work. I get the error

"The drvie or network connection that the shortcut "Public.lnk" refers to is unavailable. Make sure that the disk is properly inserted or the network resource is available, and then try again.

The message appears instantly, not like it was out searching the drive or network connection

Any help

Right click the shortcut, properties, make sure it's pointing to the correct
place.

That was the first thing I tried. The shortcut works from anyplace BUT the custom toolbar.
