Desktop Screen recyling and can not get to applications

My Desktop screen is recyling every 2 seconds and does
not allow me to run applications. I tried to get to the
add/remove programs applications by using the task
Manager application and c:\windows\system32\applications
but that does not work when I lauch. Any other ways to
get to the application?
 
Hi Brian,

Try unchecking "automatically reboot"

Location: Right click My Computer>Properties>Advanced[tab]>Startup and
Recovery>(thar she blows)(old pirate term)

Post your BSOD, and someone will help you with it. Please post all pertinent
details (what you did prior to this, any changes you've tried, etc.)
