desktop.ini window stays open on boot-up

I just got a new Dell laptop with Windows XP Media Center Edition, and when I
boot it up, it leaves an open Notepad window on the desktop. The file in the
Notepad window is desktop.ini, and it has the following contents:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

How do I keep this window from remaining open when the computer boots up?
