desktop.ini opens with my computer

everytime I start my computer a big white rectangle comes
on the screen, with desktop .ini in the top bar. I get
rid of it easy enough but why does it keep coming back.

Right click the Start Button, take first OPen, then Open All Users. In
both cases in the My Computer type window , double click to open
Programs, then Startup and delete the desktop.ini file from it. You may
need to have Folder Options - View set to show Hidden files, and *not*
Hide Protected mode ones in order to see it
