Desktop Icons Rearranged

I seem to remember this problem before on someone else's computer I was
working on, but I'm working on a PC who every time the computer is
re-started the desktop icons re-arrange and aren't saved the way that they
were configured before the PC was restarted.

I think this may have been a virus, but can't remember for sure. Any info
or help would be appreciated
