desktop icons moving

I change my wallpaper and wish to keep the icons off the
photos so I arrange them just so. But whenever I restart
Windows, they go back to where they were. How do I stop
them from moving?

Right click in an empty area of the desktop. Follow the
arrow next to Arrange Icons, uncheck "Auto Arrange".
Your icons should stay put.
