why won't all my desktop icons arrange by name when auotarrange is off in win
xp home? I have looked at so many faqs and all that and still can't find any
info about this.

A few reasons:

Newly created items will "tag on" to the end of the list until you "arrange
by name..." again. This is by design. Similar behavior is seen in Windows
Explorer when adding files and folders.

I haven't seen this since I don't have a system with multiple users but on
systems with multiple users, you might get what appears to be one list but
is really two lists. One list from the All Users Desktop folder, the other
from the currently logged on user. Each list is sorted A-Z. I don't know of
any way to change this behavior.
