Arrange ICON

When ever I arrange the icons on the desktop according to my personal
category system. I mean i arrange the icons in different groups, for example
the office related icons i.e. word, excel, access etc. in one group at
left... some other at right some uppersided and some at the lower side.

All my arrangements are lost just when someone clicks the option "arrange
icon by name, size, type etc."

How can i hide this option from the menu when someone right clicks on the
desktop.?.?.?

Disable the right-click context menu in the desktop

For disabling that particular item, I have not been able to find out if
there is a setting for that.
