Desktop Icons and taskbar don't load!

I turned on my computer today and the wallpaper loaded, but nothing else. I
have to access everything through the task manager, and that gives me limited
options what to do. You also can't right click on the background, nothing
will happen, and i've tried restarting my computer many times. I've tried
starting it in safe mode, but it still doesn't work then. I've done all
sorts of virus scans and it hasn't found anything to be wrong. And it won't
let me change anything because it says i am not the administrator (which i
am) I can't access the control panel or anything like that because nothing
from the desktop will work.
