desktop icon removal for one user only

When I delete a shortcut/icon from my desktop, it deletes
the shortcut/icon from all of the users' desktops. What
am I doing wrong?

Go into the Local Security poli in the mmccy

The shortcuts are being deleted from documents and settings\all
users\desktop. Place shortcuts for individual users in their user
name\desktop folder.
