desktop has no icons buttons or taskbar. now what?

Sometimes I have to kill file explorer and when this happens, I lose the
desktop. The screen refreshes and all I get is an empty desktop. No
buttons, shortcuts or taskbar. I can't do anything.

How do I restore it? I think there's a keyboard shortcut to the command
prompt. What is it?

Colon Terminus

Ctrl+Alt+Del to bring up Windows Security dialog.
Click Task Manager button.
Click File Menu
Click "New Task (Run)"
Type explorer.exe
Click "OK"

CTRL - ALT - DEL -> Task Manager -> File -> New Task : explorer.exe ...
