I would like to replace some of my "plain" yellow folder icons on my desktop
with some other icons that are not in the windows program. What kind of icon
program is safe to install and where do I find new icons?

To replace a folder's icon in Win XP right click on its icon and
select "Properties". Click on "Customise" tab and then click on
"Change Icon"

There a a lot of .dll files in the System32 folder that contain icons
such as:-

pifmgr.dll
shell32.dll
moricons.dll

but your best bet would to search with Google for freeware icons.

Here is one link that came up:-
