desktop, etc is all weird characters!

i went to log in and all my characters everywhere are nothing buy
symbols...boxes, symbols, etc....i tried to restore to the last good
point....but no luck...

i can see stuff on the internet in english, but the menus, etc are all
symbols....

any help please??
i tried to upload a picture from what i can remember about print screen and
the paste in ms paint...

Have you tried a System Restore back to a point before the problem started?
