Desktop Does Not Appear

I restarted my computer and I can login with my password
and my wallpaper shows up but no icons, taskbar,
startment, appears. Its just a blank background. Seems
like everything, the screen saver goes on after a certain
amount of minutes.

How can I fix this?

Tried doing the System Restore but it is turned off.
Tried booting into Safe mode and chosing restore from
last good state but that does not work.

Help Please!!

In safe mode do you have a desktop? Can you use Ctrl+Alt+Del and start
explorer.exe as a new task?
