I have a project that requires when tha computer is turned on it will
atomaticly launch the presentation. And if the user exits the program is
there a way to have the program as the (background/desktop)

Rename the presentation to give it a .PPS extension instead of .PPT
Put it in the Startup folder
Restart Windows to ensure that it's working

And if the user exits the program is

Not sure what you mean by this. You could export an image from the
presentation and set that as the desktop image.

I don't really know. Active Desktop is one of the first things I get rid of
when installing Windows. It doesn't appeal to me.

If you put a shortcut to your PPS file on the desktop, doubleclicking it will
launch the presentation though.
