Desktop changes not completely saved?

I have a user that performed the following test:
The desktop contains folders labelled 'files1', 'files2', and 'files3'. The
folders contain Access data bases in various stages of development. He
created a new desktop folder called 'combined', and moved the 3 'files'
folders into the new folder 'combined'. When he restarts XP, the 'combined'
folder is there, but the 3 'files' folders have also reappeared on his
desktop.
Why, when the 3 'files' folders were moved into another folder, did the
folders reappear after rebooting?

Some program must be putting them back.
You might have installed a program in the Desktop,
which is a nono.
 
This also could be caused by the "files" folders being on the desktop in the
All Users profile in Documents & Settings.

This could also be caused by having a mandatory profile setup instead of a
normal one.
