Desktop background

When I logon to my laptop locally...I can change the desktop background and
have other options too. But from the same laptop when I logon to the network
(company's domain) with my username and password for the domain it does not
keep my desktop settings which I had changed and also does not give me option
to change. It could not be a group policy issue because some other machines
have different desktop background.

are you using the exact same user? If so, its group policy. If not,
different users can have different backgrounds.
You can run gpresults /h:"%userprofile%\Documents\RSOP.html" from the
command prompt to get an html document showing your existing group policy
settings for your computer and user.

It is the same user with two different login names...one for local machine
and the other one for network login. It is a new laptop and does the policy
gets created automatically for local machine and is it possible to have it
created when he is trying to login to the network? How do we change it?
Because when he login locally he is able to change..it is only when he tries
to login to the domain...there are no options availble for him to change.

Same username but one authenticates against the local SAM and one against a
domain controller than they are different accounts entirely. Therefore each
has a seperate profile.

You should use only the domain account most likely as it's authentication
information is cached and will allow you to log into the laptop when a domain
controller is not available.
