Desktop background

Help. I have tried every way but up to
change my background color as it is
locked up. When I move the cursor to the
taskbar, it changes color but I cant
change the background. Something is
running but cant figure out what. When I
select a special picture or what ever as
a background it shows up for an instant
during shutdown but not during normal
operations. Any suggestions? Thanks.

Disregard. I found the problem. A
program was running that held it that
way.
