Desktop background\Wall paper wont change

It seems as I was changing my desktop background (wall
paper) through a program, ACDSee, the background has
become locked in a shade of blue. I am the admin of my
computer so I have the priviledges, but it appears to
bejust not changing as I can still change it in the
display part of control panel, but the change is not
reflected.

How can this be fixed?

You lost me... What happens when you go to a folder with JPGs in it, right
click on a JPG, and choose "set as desktop background"?

Nothing happens - the wallpaper stays blue; I can change
the color it displays by setting the background color in
display settings, but any picture I choose will not
display.
 
I am having the same problem - please help! I know how to change the
background on my desktop, I love changing the pictures on it. But today it
is stuck on a solid blue color. When I right-click to go to "properties" to
change the background picture, the change is reflected in the "properties"
box, but it won't actually change the blue screen. Please help!!
