Desktop background unable to customize

After loading windows, desktop crash which resulted in active desktop
disable. I attempt to choose other background for the desktop but it seems
that the list of available background is disable as well as the browse
button. Any help?
 
To repair all system files, go to Start/Run, and type: SFC /SCANNOW
 
I tried SFC/SCANNOW and received an error message "SFC/SCANNOW not found" and
my active desktop won't restore. I tried PC Bug Doctor, and it didn't solve
the problem. What do I try next?
