Desktop Background Can't Be Seen

I have installed Win 2k and added a custom Dell
background as the administrator. When any of the other
users log on and try to select the background they can't
display it. Any idea why?
 
Right click on the file as administrator. Select
properties and then securitry. Make sure that
the "everyone" group has Read and Execute and Read
permissions to the file.
