I use TweakUI to access Group Policy Editor, under About\Policy at the
top of the list. Click on Run Group Policy Editor. Look for User
Configuration\Administrative Templates\Desktop\Control Panel\Display and
go to the screen on the right. There are two policies to change.
1.) Right click Hide Screen Saver tab and choose properties. Enable
this, it removes the Screen Saver tab from Display in Control Panel and
prevents users from using Control Panel to add, configure, or change the
screen saver on the computer.
2.) Right click Prevent changing wallpaper and choose properties. Enable
this, it prevents users from adding or changing the background design of
the desktop. If you enable this setting, the Desktop tab still appears,
but all options on the tab are disabled.
Remember to print this and save it to reverse the process if necesary.
