Deskjet 830c Changes Ink Setting Itself

My laptop runs Win XP. Suddenly my HP 830C began changing the Ink
Preference Setting from DRAFT to NORMAL on its own. I'll set it to
DRAFT, but it will be in NORMAL when it prints and I check the setting.
How can I set it so Draft is the DEFAULT setting? Many thanks.

A setting change made while in an application will revert once the
application is exited. To make the setting "stick" go to Start, Printers
and Faxes, double click on the DeskJet 830c, Printer, Properties, Printing
Preferences then select the appropriate settings and click OK.
