Designate permissions for distribution groups

Can I designate permissions to an individual user in an OU, to be able to
create and modify distribution groups that sit and apply to that OU? If so
where, and how !

Yes, there is a wizard setup just for this. Delegate Control Wizard. Right
click on the ou and Select "Delegate Control". A set of windows will walk
you through this task. It works well and is easy to setup.
