Design, code, preview tabs disappeared... how do I get them back?

I Turned offf my computer overnight, and now when I open a web page, the
design, code, preview tabs are missing. How do I get them back?

I believe you'd need to open a web and then an (HTML) page. There are no
design/code/preview tabs for a file such as CSS or javascript.
