This can certainly be done with Access, but it may be easier to use Excel,
or a product specifically designed for this.

Finding stock that has a tear off AND can be used without a special printer
will be difficult.
If you do several thousand every year buying the printer might be
worthwhile.
Make sure it has a Windows driver and that they will guarantee it can be
controlled from Access. (There's a long story there but trust me on this.)
If not, by the time you factor in all the costs, even if you don't count
your time, it will be very close to what a printer would charge and the
numbers would be stamped making duplication hard. You won't need to find a
paper cutter either.
I just take my designs, done with Word, to the printer.
His minimum is 500 and we sell 400. Comp him a few and it may not cost
anything.
