Deselecting the file extension when single-clicking a file name

Does anybody know of a tweek, tool or add-on that will achieve the following:

When you single-click the file name of a file in Windows Explorer or the
desktop, the entire filename UP TO BUT NOT INCLUDING the . (dot) and the file
extension is selected for editing.

I want to be able to change the file name but not the file type, without
having to manually deselect the . (dot) and the file extension.

I believe this functionality is build in to Vista, I saw it on my buddy's
Vista pc.

Open Control Panel, Folder Options, View tab, select "Hide extensions to
known file types".

I know how to hide file extensions. I want them showing though. A fix for
this will cause single-clicking the file name to select all the text up to
but not including the . (dot).

That works pretty good. For anybody who's interested, open the QTTabBar
Options window and click on the Misc. tab. The third checkbox from the
bottom says "Eliminate file extension from selection when renaming(XP)".

However, this does not work all the time...you seem to have to apply this
change each time you log on to the computer. Also, it does not work directly

The changes are permanent, you did something wrong.

By default, whenever anyone installs or uses a software for the first
time they always read the manual and set all options, right?
