Is it possible to create custom deployment scripts with VS.Net 2003 ?

For instance with Installshield you can gain extra control by supplying
custom code, this then allows the developer to make use of installed
components like SQL DMO(enabling SQL script deployment) etc..

Is this possible with MSI in VS2003 ? or should I stick with Installshield ?
